You can only get an underwater room if you own an underwater pet, such as a Goldfish or Manatee.You get a new feature on your room purchase screen, and you can buy an underwater room. If you have less than 10 pets when you adopt this new one, you get one free. The underwater furniture can only be used in underwater rooms. I am not sure why anyone can purchase it?!?! If underwater pets leave their underwater room, they will get an water bubble that allows them to visit other rooms.
